How the creation of surfaces of offices does take part in the functions, the viability and the perenniality of the Exhibition site?
The Tower Triangle will cut down by 6,000 m2 Hall 1 of the Exhibition site in Paris.
That is the destruction of an existing surface 10 times greater than the projected Atrium (600 m2).
The surface of the park reduced by the basis of the tower is 7600 m² at which must apparently be added a service road to be created, 12 m wide along the entire length.

Moreover, when reviewing the PLU it is not even ranked in the green area (P15-16)!

View-points accessible to the public thanks to a panoramic elevator, but giving a commanding view of nearby buildings and attracting a flood of additional tourists, announced but subjected to complementary technical studies and the safety and security constraints.
Suppression of the hotel and spaces of congress (initial justification) due to problematic profitability (or envisaged as the same justification for one second phase of renovation!).

There is no lack of UG in the vicinity, the Park area is surrounded by areas of this type.
This is in no way modernity, nor beauty, nor an architectural gesture or international symbolic one, all cities have offices, while few have parks exhibit of this size downtown.
Moreover the area extracted along is not in an area under-employed or unusable, but the heart, and the more valuable because the better served by public transportation.
How to justify such a revision of the PLU? exorbitant and unjust!
The allocation to the area taken of a quite extravagant 12.2 COS coefficient, instead the usual value of 3, to allow the construction of a reduced base area.
Nothing prevents the project to allocate a base surface corresponding to compliance with the COS 3, C.O.S. which is respected in the program of similar size and destination of the Horn West, contemporary, on the opposite end of the adjacent parcel of the Department of Defence, already an UG area.
The base surface to extract the Park would be 30,000 m2, substantially one half of the hall 1.
This would provide a garden of more than 22,000 m2, regardless of the logistics area at the edge of the Marshals Blvd.
Only the City Hall in its asset management, does not want to sacrifice, and to compensate by the same amount the present operator of the park.
This is in no way modernity, nor beauty, nor an architectural gesture or international symbolic one,
The City does not apply to itself the rules it requires from others.
This arrangement with the rules is intended that financial worries.
Under these conditions it appears questionable as which rule should be maintained and if they actually have real meaning, if their maintenance is effective only if no project is actually constrained by them.
The objection will be that the area of the park will be reduced to a greater extent, but if it is so easy to increase the COS, without any limit, why not apply the same method to all the UGSU area of the Park, buildings of the type of Hall 7, could provide a high exhibition area equivalent on a smaller footprint.
Why this architectural approach in the absence of a real town planning process?
Town planning consists in carrying out a reflexion of insertion of the projects within the city and their environment.
No moment is taken into account the "Palais des sports" as an architectural object, or metropolitan equipment.
The Triangle project is launched and carried out without coherence with the balardgone, and especially completely independently of any restoration of the park, announced then separately!
And now (11/2011), justification of the operation, not by enhancing the activity of the park, but by diversifying the business district in a different activity!
Why place hall 1 in the shade of the Tower Triangle before claiming to want to renovate it, by photovoltaic panels and a vegetalized roof?

Viparis invested in such a step for its buildings in Villepinte, but did not build there any Triangle tower!

How this Triangle project can be classified of general interest? !
It is the means under consideration by the Town hall to initiate a procedure of revision of PLU.
But if the public utility is not recognized, the project will not be done.

The Exhibition site constitutes a vast domain of public space of general interest, accessible to the exhibitors and visitors and managed by a private ad hoc structure VIPARIS.
The Triangle project has for only goal and effect, long-term privatization of this public space, at the only ends of commercial and office real profitability .
What role for the Chamber of Commerce and Industry of Paris (CCIP)?
The CCIP is asked to give advice to the public inquiry following the implementation of the simplified revision PLU, and noted that following an audit by KPMG, the Council of Paris, on July 12, launched a consultation early concession of the Exhibition which ran until 2026.
The land is intended to be granted to Viparis, merger of Unibail-Rodamco and the CCIP, in the form of operating lease for 80 years.

The project design of 2006, is still based on a world where power is plentiful and mostly maintained at all times, which no longer meets the conditions feasible now.
This type of building requires the guarantee of permanent electrical power for its elevators and the safety of its users. However the general evolution of the energy market, with the concurrency of the market, the disappearance of national monopolies regulators, backed on State, the risks caused by potential nuclear accidents, such as Japan showed, the risk in under-investment by private operators such as California has shown, in a European context and review of national energy policies, is such that the guarantee of permanent supply of electricity can not be assured.
While less tall buildings within the current limits, which are not IGH, can ensure continuity of operation with displacement through staircases, in regular recurring periods of low energy supply.
The location of generators and locally corresponding dedicated stock of hydrocarbons to ensure continuity of supply is not feasible in an urban context so dense, for non-strategic offices.
In this context coverage of all existing or new halls of new forms by solar roofs would be a more suitable upgrade.

The communication between the large Park in the East (on the left) and the small park, currently ensured by a road underground under the tram (and on the top of the Subway) and a footbridge emerging in the middle of the hall is called into question, the tower extending its Northern point to the right of the outlet of the underground road and the footbridge destroyed replaced by a new communication to establish, along the peripheral, further away from the entry and emerging far away in a corner of what will remain from Hall 1 .
This architectural "parti pris", prejudicial with the operation of the exhibition center, is the consequence of the choice to dismember the park and the Triangle tower and to treat both always separately, on the urban, economic and legal plans.
